On antibiotic resistance

Motion for a resolution by Mireille D'ornano, Jean-François Jacob and Sylvie Gherardi: 

– Having regard to Article 168 of the Treaty on the functioning of the European Union,

– Having regard to the Council recommendations of 15 November 2001, 10 June 2008, 1 December 2009 and 17 June 2016,

– Having regard to the Commission communication of 15 November 2011,

– Having regard to the World Health Organization's Global Plan of action of 25 May 2015,

– Having regard to article 133 of its rules of Procedure,

A. Emphasizing that, according to OECD data, antibiotic resistance causes 700 000 annual deaths;

B. Deploring the decline in private investment in pharmaceutical research for antibiotic treatment;

C. Welcoming national initiatives, in particular the establishment of the "Fleming Fund" by the United Kingdom for pharmaceutical research on antibiotic resistance;

D. Taking note of European initiatives in this area, including the Joint programming Initiative and the European Innovative Medicines Initiative ("European Innovative Medicine Initiative") );

1. Encourages the Commission to support pharmaceutical research aimed at the development of new antibiotics or rapid diagnostic tools on existing European scientific research grant funds;

2 also encourages it to collaborate in the monitoring programme initiated by the World Health Organization.
